I mean, is not so simple, at least in this moment we don't know if Makoto can stop the transformation at will, when he first do it he couldn't stop so Noah had to act, this time he supposed used the spirit arm but it was stopped by Althena so I don't know if when revived he had the spirit arm before broke the divinity seal of Noah to stop the transformation, or if he transformed the arm and Althena stopped the transformation to advance. It's also have to be considered in which point the gods would consider that he is a Spirit King and because of that had to be destroyed, 99,99 Spirit King is basically a complete Spirit King, even if is ignored the difficulty to reach that level without futher advance and without lost of will, the level of danger to the mortal world would be practically the same so they can simply destroy him, let's say that something like a 50% or maybe 80% been possitive is the limit before they designate him as a Spirit King.
Also, in which point Noah or Makoto himself would consider that he his a Spirit King? The Order affect directly his soul so he can't do as freely as he want, is probably that when he increase the nearness to a Spirit King the effect of the Order would increase to stop him, like for example in 50% he only feel a relatively great pain in the brain, in 60% he have to use all of his will just to mantain the transformation and 70% his mind his completely blank, something like that.
A rather unfounded guess. What is its basis? It's rather that anything that defies the power of Olympic gods has to be subjugated or eliminated (as seen from their POV), and spirit kings can't be turned into their subordinates, so....
If you mean the part about thought that he would die for the transformation it was because previously Makoto itself said that he used his lifespan into self-destruction magic and even RPG Player itself mentioned if he was sure to do that, if you think about how with that he lost complete reason and just become a machine destruying everything to the point in which no even gods could stop him (in the sense that they couldn't undo the transformation or return him his reason) then I think that can be considered as dead, he didn't have a body so in the aspect of a biologic life form it was dead and in the spiritual aspect he didn't had will.
And I can understand the thing about the Olympian wanting to eliminate what they can't control, but in this aspect they have a good reason, spirits kings can destroy the mortal world and only do that unless they are controled by Titan gods, even the enemy accepted use their power to destroy them because of the danger and instability (for that that only the sealed Titan gods can control them).
So calling spirit kings machines of war isn't just a smear from the opposing side? That would mean they don't have any self awareness, which would be strange because Undines, spirits lower on the spirit evolution ladder, are certainly beings with self evident personalities, not a robotic existence.
