The officials are so insultingly arrogant to an adventurer who helped slay a dragons. It would make sense if they were trying to sabotage the mission but now that it's over it's arrogant stupidity.

Noel to me seems like the type to be the "Best ally/worst enemy" basically if she's on your side your set. But she is a TERRIFYING enemy. Basically she'll be cunning but do it in a polite way. She doesn't stab you in the back... no she makes you stab yourself. Much more amusing and it makes her look like a good person. Basically she's a person who can read the mood and control it.
