There's nothing to indicate that the perfume can be manufactured without Tomoki. It's his divinely gifted power, so he's still a single point of failure for production of the charm perfume. Nuking Gritoria doesn't really do... anything? If anything you'd make the situation worse, since you'd be destroying information about production and distribution. That's really bad policy if you want to stop the spread of the stuff or find a cure. The perfume's already in other countries.
Also Makoto literally just purged the perfume's charm effects this chapter, and I don't buy him being the most skilled at curse purging in all the land, so. . . yeah.
To be honest, even if the perfume could be made without Tomoki, that doesn't change the effect to be anything but "Worship Tomoki."
Getting rid of the key component of the charm's effects could go a long way in restoring functionality to people that are charmed, even if they aren't fully cured. They would be upset that Tomoki is dead, but as far as doing anything else, they'd live relatively normally, wouldn't they?
The really bad cases might just drop dead from losing their strings, but as a whole this sounds like a solid solution in terms of "damage control".
...Or it would be, if the goddess wouldn't descend in a divine fury as she most likely would if that happened.
I'm personally against killing Tomoki. It's a little morbid, but at this point I'm curious just how far he can go and how far he'll fall. It's like watching a nature documentary featuring that parasitic creature slowly and brutally killing another species. It's so horrific but I just can't look away.
